apostrof"The Agreements on projects implementation represent a continuation of cooperation between Sweden and Serbia and contribute to consolidation of cooperation on the implementation of Chapter 24 which is crucial for the development of the MoI. The implementation of this chapter is not something that we have to fulfil in order to become a member of the EU but it will ensure that we achieve the standards of policing important for all our citizens."

Minister of Interior of the Republic of Serbia, Nebojša Stefanović

Statements

“Police service in every country constitutes the most important and most sensitive link between the state and its citizens. This relationship should be imbued with deserved mutual respect and understanding. For a number of years Sweden has carried out police system reforms in the spirit of its membership in the EU and it is now committed to support Serbia in her pursuit”.

"I would like to point out that being their implementation partner we are extremely proud to have an opportunity to support the MoI in the most important reorganization process which every organization has to go through in order to increase efficiency and performance. This project is directed towards two extremely significant quintessential goals: support to the continuation of development of strategic management capacities as well as support to the implementation of activities defined by the Action plan for Chapter 24. These two goals are mutually linked and dependent. The Project shall enable the MoI to define and create key strategic analysis and documents essential for the sustainable strategic management system, just to mention a few: Strategic assessment of public security, Functional analysis of the Police Directorate, Strategic Plan of the Police Directorate, the MoI Development Strategy, Communications Strategy and Human Resources Strategy. All these will be combined with adequate management trainings as well as the trainings directly related to the process of EU integration with a focus on Chapter 24.”

"For the past few years SIDA has significantly invested as a donator into reorganization of the Ministry of Interior not only on operational but on strategic level as well. Positive changes have been already noted and they are primarily the result of support and understanding of the senior management of the MoI but also of the carefully designed change management process. All activities are coordinated with the aimed maximization of positive horizontal effect, not only in this project but in other related projects as well. This allowed the Ministry of Interior to achieve desired results in most efficient and most economical way. The set task has not been accomplished yet and a lot of things remain to be done. Keeping this in mind and looking from the perspective of the changes in management capacities one of the most significant investments is focused on sustainability of the reforms themselves and local ownership over them wherever possible. This puts people and technology in the very centre of this important intervention.”

"The partnership between Ministry of Interior (MoI) of the Republic of Serbia and the Swedish Police has a long and successful history with excellent cooperation. The Swedish Police support to Serbia started in 2004 and the on-going programme goes under the name of the Swedish Police Assistance Programme 2016-2018 (SPAP II). Modern and democratic policing is about protecting and serving the society and its citizens. In order to do that the overall objective of the programme is to contribute to the further development of the Serbian Police into a Police Service that is responding to the needs of the Serbian citizens and that is in line with the best of European practice regarding core values, structure and working methods. The programme supports a systematic approach in order to increase efficiency, sustainability and accountability within the MoI. The focus for the Swedish assistance and support is: strategic planning within the MoI, development of the forensic work and crime scene investigations (focus on gender based violence) in the Serbian police, implementation of the Intelligence Led Policing (ILP) concept for the Serbian police and the support to the development of a gender agenda in the MoI.”
