Handbook “Intelligence Led Policing” and the document “Strategic assessment of public safety”, which were designed by the Ministry of Interior of the Republic of Serbia are the first two documents of this type that are created in our country based on the Intelligence Led Policing methodology, which is in use in many of the EU countries and those were presented in Belgrade today.

Deputy Prime Minister of the Republic of Serbia and the Minister of Interior PhD Nebojša Stefanović emphasized that these two documents are the result of a devoted work of the Ministry on strengthening the capacities for the fight against crime, enhancement of legal framework, development of institutions and more efficient and cost-effective management of police work.

Stefanović expressed gratitude to the Swedish Government, Swedish international development agency (Sida), their implementation partners Swedish Police and IMG, on their professional and financial aid and support in the development of these two documents, but also for the support to the reform processes within the Ministry of Interior. As he said, those are strategic reform project within the area of strategic planning, management of information, as well as the assistance in the development of information and communication technologies, forensic, gender equality and intelligence led policing.

Stefanović stressed that the priorities of the Ministry are efficient suppression of all sorts of crime, safety of citizens and decisive response to anybody who attempts to endanger the stability of our country. “Ministry of Interior has started the comprehensive reforms that need to provide larger efficiency of the police and bigger security of our country, which is important for better investment atmosphere and that brings more jobs and better life for our citizens”, said Stefanović.

Speaking about the Handbook “Intelligence Led Policing”, Stefanović said that he respects the experience from European countries and all around the world that are successfully applying, but also describing the original model, which in Serbia is completely adjusted to the characteristics of Serbian police system.

“In order for us to fight the crime in an efficient and adequate manner, besides the traditional methods of criminal investigation it is necessary to work in a proactive and prevention manner, and to know in advance what is the next move that the criminals will make”, said Stefanović.

According to his words, one of the MoI’s priorities is to get closer to the citizens, to strengthen the trust and to have better communication and cooperation with the aim to reach higher level of security and safety.

Important step on that path, as he said, is the adoption of Strategic assessment of public safety.

“With strategic overview of the problems and good planning we shall be more efficient in realization of activities and distribution of organizational human and material resources, which will influence the improvement of all the services that we are providing for our citizens on the local level, and before all in the safety area” said the Minister of Police. „

Ambassador of the Kingdom of Sweden, Jan Lundin, emphasized that Sweden has excellent cooperation with the Serbian Police that is ongoing since 2002.

“Sweden knows that good job is being done here and we are gladly cooperating with you”, said Lundin.

According to his words Strategic assessment of public safety and Handbook “Intelligence Led Policing” are not important only for the Ministry of Interior, but for all the citizens in the Republic of Serbia.

“These documents are the result of development cooperation between Sweden and Ministry of Interior of the Republic of Serbia and reflect the unreserved support that Sweden is giving to Serbia for the last 13 years on its path to the full integration in the EU”, emphasized Lundin.

Ambassador said that we are living in a global world in which there are developed cross border relationships and in which the flow of people, goods and services across the borders are happening at an increased speed. “Unfortunately, that is contributing to the development of different sorts of international organized crime. Increased need to face the security threat of organized crime and terrorism exists in Serbia, as well as in all other states in the world and it requires collaborative efforts and more intensive cooperation”, said Lundin.

Manger of the Swedish Police Assistance Program to the MoI RS 2016 – 2018, and the representative of the Swedish Police, Max Lutteman emphasized that the presented documents are the result of excellent cooperation between the Ministry of Interior of the Republic of Serbia, Swedish Police and Sida.

According to his words, within the mentioned program there are four projects: strategic development, forensic development, development of gender agenda and ILP. “Modern and democratic police mean protection and serving to the community and citizens. One of the key aspects for the realization of this objective is the Intelligence Led Policing, which is contributing to more efficient, responsible and cost-effective police work”, said Lutteman and added that for the Serbian police this model is one of the conditions for EU integration.

He explained that one of the basic principles of Intelligence Led Policing is to predict, plan and prevent crime.

Nemanja Milošević, IMG project manager stated: “Today promotion of the documents Strategic assessment of public safety and Handbook “Intelligence Led Policing” that was organized by the MoI with the assistance from their implementation partner IMG represents the synergy of the results of two projects that are being financed by the Swedish Government, i.e. Sida, and that are being implemented by two implementation partners, IMG and Swedish Police.

Intelligence Led Policing has provided methodological approach, based on which the Strategic assessment of the public safety was done. This document is the first of its kind that was produced by the MoI and with that the obligation from the Law on Police is fulfilled, but also with it the Serbian Police came closer to the positive examples from more developed EU countries.

Within its project activities IMG is also in charge for the external and internal communication of all strategic results and achievements in both projects in the partnership with Media Sector and we will continue to follow up and inform internal and external audience on such important documents and events”.
