SUPPORT TO DEVELOPMENT OF STRATEGIC MANAGEMENT CAPACITIES AND EU INTEGRATION OF THE MINISTRY OF INTERIOR OF THE REPUBLIC OF SERBIA

The Programme’s objective is to support the Serbian Ministry of Interior in development of management organization capacities within two key zones of future policy focus and of strategic management and the EU integration process, with a view to increase the efficiency and thus directly improve public security, transparency and most importantly efforts towards the EU integration.

 

The Programme comprises two components:

FIRST COMPONENT – STRATEGIC MANAGEMENT

STRATEGIC MANAGEMENT is focused on advancement of capacities and development of systems (business processes) for strategic management of the Ministry’s structure in depth, from the Regional Police Directorate and their management structures, logistics and analysis sector. This component is focused on achieving the following results:

• Increased capacities of the Police Directorate of the Ministry of Interior (based on the strategic planning model)
• Direct expert support in further organizational reforms at the Ministry of Interior and Police Directorate
• Development of strategic documents through analysis and drafts of strategic documents such as the Strategic Plan of the Police Directorate and Human Resources Management Strategy;

SUPPORT TO EU INTEGRATIONS

SUPPORT TO EU INTEGRATIONS is focused on improvement of all functions and capacities of the Ministry in respect of accession processes. This component is focused on the following objectives:

• Ensure the advancement of capacities through trainings and courses in specialised fields related to the process of accession to EU and future negotiations such as the EU Legislation, negotiations with EU and the EU English Language.;
• Improve business processes of the MoI related to the process of accession to the EU by providing a coherent management process through the organization structure, expert support and study visits to the EU member states as well as through the lectures from neighbouring countries;
• Improve the EU strategic communication through development of an internal communication function as a basic condition for the change and the process of accession to the EU, by means of briefing and education of employees and thus providing support to the reforms related to the EU through the EU facility meetings, team building exercises and conferences on the EU affairs.
